Dear Mr.Swaminathan
While we have no objection in offering your expertise in the field of
agriculture to Sri Lankan government
to develop North we like to take the following into consideration
before accepting your assignment. You may take note of the fact
that the committee entrusted with the task of re-building North
consists of 19 members. Out of this number there are 18 Sinhalese and
1 Muslim and not a single Thamil. .
(1) The Sri Lankan government is a racist government which has just
killed over 20,000 Thamil civilians during the last phase of the
government military assault against the rebels.
(2) Over 280,000 thousand Thamils are incarcerated in Nazi style
camps in camps in Vavunia without adequate food, water, medical and
housing facilities.
(3) The Rajapakse government has not dismantled the security zones,
confined army to the barracks, lifted restrictions on fishing, travel
despite the claim the war is over.
(4) There are charges against the Sri Lankan government that it has
committed war crimes. Leading human rights groups like AI, HRW etc.
have called for independent investigation of charges of war crimes.
(5) The North east which is the traditional homeland of the Thamils is
under military occupations. The two governors in these two provinces
are retired Sinhala army generals.
(5) The government has not presented any proposal to resolve the
national conflict equitably and justly.
In these circumstances please desist from accepting the assignment
offered by Sri Lanka.
